Enable Modbus_HandlerV2

1. add in common_config.mk

$(MODULE_DIR)/Modbus_HandlerV2

2. add in Makefile.am

Modules/Modbus_HandlerV2 \

3. Use agent_config.xml for X86 version

4. replace /usr/local/AgentService/module/module_config.xml from File:Modbus_Config.zip

5. Use the INI File:File:Modbus_INI.zip
